The word insider is used loosely online, but the records describe different people, duties and reporting forms.
Congress disclosures
Members report covered purchases, sales and exchanges through House or Senate financial-disclosure systems. Values usually appear as ranges and can become public weeks after the trade.
SEC Form 4 filings
Directors, officers and beneficial owners report changes in company securities through EDGAR. Form 4 identifies the security, transaction code, amount and ownership form.
Political overlap
A politician trading a company near relevant committee work can create a public-interest question. It does not turn the politician into a corporate insider or prove unlawful knowledge.
Company-insider signal
An executive purchase can be interesting because it uses personal capital, but it is not automatically a recommendation. Sales can occur for taxes, diversification or planned programs.

Unusual size
A transaction whose disclosed lower bound or share count is large relative to the person’s recent filing history.
Cluster activity
Several politicians or company insiders reporting activity in the same ticker during a short period.
Disclosure lag
A large gap between transaction date and public filing date, shown as a transparency fact rather than evidence of intent.
Policy proximity
A documented hearing, bill action, contract or agency decision near the trade date, always linked to the underlying public record.

Is congressional trading the same as corporate insider trading?
No. Congressional disclosures and SEC company-insider filings are separate systems. A member of Congress is not a corporate insider merely because a trade involves a public company.
What is SEC Form 4?
Form 4 reports changes in beneficial ownership for covered company insiders such as directors, officers and certain large shareholders. The official filing remains the source of record.
Will JAT.Cool automatically accuse people of insider trading?
No. Automated signals can prioritize a record for human review. Legal labels require attributed allegations, findings or court records.
