A policy-development unit, not a separate regulator
The SEC announced the task force on January 21, 2025 and said Commissioner Hester Peirce would lead an agency-wide effort to develop a comprehensive framework for crypto assets. The release described goals including clearer regulatory lines, paths to registration, disclosure frameworks and more judicious enforcement.
That announcement describes the agency’s policy-development work. It does not itself create exemptions, change the definition of a security or resolve an individual enforcement case.
Public input was part of the record
The SEC said the task force would coordinate with agency staff and the public, and later published roundtable and outreach material. Public input can inform a regulator; it is not the same thing as a notice-and-comment rulemaking with a final rule at the end.
Readers should distinguish a commissioner speech, staff statement, task-force event and commission action. Each can be newsworthy, but they carry different institutional weight.
