The report is a legislative record
A House report on H.R. 3633, the Digital Asset Market Clarity Act of 2025, describes the bill’s stated purpose: a framework for digital commodities, allocated responsibilities for the CFTC and SEC, and customer protections for covered entities. The report also records the committee’s rationale.
The report does not mean that the bill became law. The legal status of a bill must be checked separately through its legislative history and any later action.
Jurisdictional language needs context
Crypto-policy stories often reduce market structure to a single “SEC versus CFTC” line. The committee record is more useful when readers can see the proposed treatment, the authority involved and the stage the text reached.
A proposal can influence industry planning and politics before enactment, but its effects are conditional until the legislative process is complete.
What to follow
JAT’s policy tracker should attach bill text, report documents, committee action and later floor or Senate action. That sequence prevents a committee document from being mistaken for a completed federal framework.
